Currently when guests request wireless, we simply plug in an old airport (we're Mac based) to the Ethernet and broadcast a network without password protection. We use Drupal and Joomla, and of those two, I'd say Drupal just based on a quick look at your needs (two separate access levels...non-profit and volunteer). For the really big ones, some may be done in house, and some may have made agreements with the designers not to include a credit line. (You could potentially use the contact form to send a question to the technical contact asking them, although depending on how busy they are you may not get a quick response.)
