I'm surprised no one has mentioned the free and open source system, LedgerSMB (http://ledgersmb.org) - have a look. It's fully featured and fully web based. It's perfect for geographically distributed organisations. Our company and a number of our colleagues have been using it (and its predecessor Sql-Ledger) since 2002.
