    There's a number of tools that will help to create HTML newsletters - Topica, as mentioned above, is a good one, or try GraphicMail (graphicmail.com) which offers 10,000 HTML emails per year free for nonprofits - with a more-useful-than-most HTML editor included.     I strongly agree with Christian that a RFP is the way to go. Price, particularly in the web building market, is not aparticularly good indicator of quality. There's a lot of disparity- I've found fabulous people who work for shockingly little money (especially for nonprofits), and really incompetent people who charge extravegant prices. Take
