client machine sending but not receiving packets

I would call myself and intermediate admin at best (this not being my AoE).  Nonetheless I find myself saddled with responsibility of managing a small sbs 2003 network for a small company.  9 total client machines and one of them has no connectivity.  The icon in the systray says it is connected and it is sending packets, but it is not receiving any.  I have scanned for viruses (mostly spywayre) and removed any thing that didn't belong.  I checked ipconfig, nothing strange there. Ran winsock fix, didnt fix the problem.  Ran nethsell which also didnt solve the problem.  At this point I cannot figure out what else may be wrong.  I read a couple of posts here of people with similar issues but nothing conclusive.  I also noticed that the people here tend to be pretty helpful so I am trying my luck. If this happens to be relevant, all of my client machines are connected via netgear fs 116 ethernet switch.

ps. I also changed the network cable out.  and ran diag on the nic.

Any suggestions.  Thank you for your responses.

I would try re-installing the NIC drivers first.  Also make sure that TCP/IP protocol is set for DHCP for both the address and DNS (should be provided by the SBS2003 server).

You may want to buy a USB NIC for troubleshooting (these are pretty cheap these days) - if the USB NIC works, then its not likely the operating system.  If it does not work, then it likely is the operating system and at which point were I you I'd just reinstall it.

Did you try another port on your ethernet switch?  Are the link lights lit both on the switch port and on the NIC card in the PC.

Carry a laptop or another PC over to the non working PC and verify that the network works through all the existing cables and wiring and switch port.  This will allow you to isolate the problem to inside the PC or outside the PC.

The USB NIC card and driver is a good suggestion,  you may have a defective NIC in the PC, so that is a good troubleshooting step.

Thank you guys.  I will try them both and let you know how it goes.  I am out of the office today but will be in tomorrow so I will post then.
