Policy/Procedure for Electronic Document Management

I am trying to implement an electronic document management system for a small non-profit and any advice you may have would be appreciated...if you would care to share an actual policy all the better.  Thanks in advance for your help.

I usually tell people to go check out the SANS Institute's security policy project for some example policies they can download and rewrite for free.  However, they don't have one listed that seems close to what you're looking for.  I did find a link to a policy primer (link to a direct PDF file).  Maybe with a combination of the primer and some sample policies you can write something acceptible.
