How can I find out if I am able to order more Microsoft products?

Autumn is exactly right. If you know your login information, you can check out your order history at this link: https://www.techsoup.org/stock/secure/orderhistory.asp

If you've placed orders for Microsoft products in the past two years, you will need to see whether you've ordered your maximum or not: up to 6 different titles (ie, Microsoft Office Pro 2007, Microsoft Visio, etc), and up to 50 licenses of each. If you haven't and it's been more than a year since you placed your last MS order, you should be able to place another order within those limits.

Hello,

  The Microsoft program is a two-year donation cycle that is based on the order dates. First, you should review the Microsoft FAQ and then review your past orders to determine whether you are eligible to place a request now. If your organization is eligible for the Microsoft program and has not place an order within the last two years, you can start a new Microsoft cycle at any time.
