Refering to the ArchGIS 3D analyst Software and Training? 

Is this the foundation program or is it an add on?

  According to the ArcGIS 3D Analyst product detail page "The ArcGIS 3D Analyst extension expands the core capabilities of ArcView GIS software.... Recipient organizations must already have and use single-user ArcView or ArcEditor software or else request ArcView concurrently with this extension."
