Just got the word about collaboration in Ukraine from a communcations director at Microsoft.

What Microsoft probably don't know was that until recent times, wifi licensing was strictly controlled in Ukraine until the delivery of a paper, which proposed a 'Creative Capitalism' approach in which national broadband deployment was part of the anti-poverty strategy. Wifi licensing controls were lifted soon after the paper was delivered.
