What can't we record and stream video on handhelds (like having skype on on our cell phones)? Bandwidth? Hardware? Software? Does such a device exist?

Like One Laptop per Child, how might we design and produce one, with needed bandwidth, for the developing world, especially? World University and School - http://worlduniversity.wikia.com - may be a rationale for developing this. With this technology and World University and School, illiterate people could record instruction through their video-capable handhelds, and post it to WUaS wiki through youtube, for example.

www.Qik.com  seems to be the best site for that.

You can stream live, and save clips, make them private or public and download them to your PC for editing.....

you just need a smartphone....go to their site to see what phones are capable...

I have the Verizon XV6800  works like a charm.

ditto on Qik.

It's very easy to use and looks great, particularly on low speed connections.

The majority of camera phones sold in many countries have the ability to record video as well as take pictures. The quality is generally a bit low but improving. The format is usually 3gp or 3g2 - formats can be changed via ffmpeg. Upload these files to a webserver, bluetooth them to other phones or computers or MMS/email them.
