subscription management software

morning!

i'm developing a service progam for two different group as a partner relationship.  the two groups are subscribers and members (registrants).  subscribers are subscribing to a confidential database of service providers who make themselves available to deliver assistance.  members (registrants) are those who register to make themselves available to help.

i know exactly what i need, its not complex or confusing but time and the absence of funds will not permit a from scratch development.  so i'm trying to find a  an online database template i can use (with acknowledgements) for subscription management as well as for membership managment to get me started.  it can be one tool that i duplicate for each function and link together thru a common form/report, for use online and preferably with no capacity issues.

** this effort is also for a "for profit"  affiliate, so donations while welcome cannot be solicited, but bartering (development of the database in exchange for a years worth of free advertisment on the website (which is nearly finished) would be welcome. **

I do not fully understand what you are asking for but it sounds like forum or lbullentin board software that allows multiple levels of access. There are many including Community Server (which is used by Techsoup) http://communityserver.com/products/comparison-chart/
