I am doing research for a friend who is the Exec Director for a non-profit user group. His agency has 19 different volunteer projects underway. They are currently using MS Project to identify tasks and update progress, but since this is not web-based, one of the group members must do all of the data entry and updates for all of the projects (with this update info being exchanged via emails).
I am looking for information about a web-based tool (affordable, of course) to keep multiple committees and task forces on track and making progress, easy to use, accessible by multiple users. What we are seeing is that many orgs put a volunteer "team" in place to track all of the progress; our budget doesn't allow us to expand our staff and we would like to take advantage of available technology.
Thanks in advance for your help.

There are a number of databases that can help you. I have a list of
every database I know about on my web site, and I'll be updating it with a couple more entries as soon as I'm out of Afghanistan in two weeks (my FTP is blocked at my home and at work here).
Also, consider posting your message to CYBERVPM, a discussion group for volunteer managers. It's a YahooGroup. They might have some feedback on specific packages.
Please consider taking a look at the Open Source
DotProject.net - Quite similar to Microsoft Project Server (the web-based version). It is free and very powerful.
We use it to manage a global team involved involved with dozens of sub-projects associated with the Sahana initiative from Sri Lanka.
Best of luck, Don
