SBS 2003 Licensing Question

We recently purchased SBS 2003 premium and CALS through Tech Soup. We have the system up and running. However, I have some issues that I need to work through but do not want to interrupt (or cripple!) our real server. Does the licensing allow a user to develop a small test environment using the SBS license that is currently running on the production server? or do you have to buy another license?
