Online Intercontinental Congress

Does anyone have ideas on how to configure an Online Intercontinental Congress? The idea would be to ultimately draft a constitution in an open collabrative way for a Democratic Economic Nation (DEN). For more info refer to www.interdependenceday.com.

Also needed would be a way for "citizens" to guide and control the "government". All functions of the government would be open to citizens for direct leadership, or by use of proxy votes. For instance, a citizen very familiar with financial matters could directly vote their budgetary approval vote, or chose to assign their budgetary approval vote to a more knowledgable proxy. If the proxy votes in a manner inconsistant with the citizen's wishes then the citizen can withdraw their vote in an instance and vote it themselves directly, or reassign it to another proxy. The same would be true of a series of voting areas, such as enviromental, security, investment, etc.

This seems like fairly simple coding, but I didn't know if something already exists. Also, how would we find techno evolutionaries who would be willing to take on this project.

Anyone have any ideas?
