Our web Site needs some photos. Is there a site that I can go and download photos without buying them. Not clickArt.

iStockphoto.com
It's not free but at one dollar per photo it's about as close as you can get.
Try searching in Google for some of these:

free stock photos
free stock photograhy
free website photos
free clipart
And
this old thread answered the same question with some good answers.
I always use this site when I need free photos.
