Serialized Inventory control

Does anyone know of a program that would easily track the purchase and sale of inventory with serial numbers. Our school sells SCRIP cards(essentially gift cards) which we buy from the vendor (like Shell, AMEX, Peet's coffee...) and then sell to the parents.
We need something easy to use that would allow us to quickly enter each cards serial number as we receive it from the vendor, then record the sale of cards to a number of school reps to be delivered to the parents. Also, the cards are sometimes returned and we need to enter them back into the system.
Currently, we use an excel file that contains 6 worksheets and links to a master sheet. This takes 20- hours a month to fill out.
some of the cards are barcoded, so we can utilize a scanner (that we already have) and some are not and would require manual entry.

It really is a basic inventory control program we need, but I'm having trouble finding one that isn't packaged with an accounting system - that we don't need....

It's a POS software run in dos. It can also function as a cash register but has an inventory tracking as well.
