Cannot register with Community MAR program

I am trying to register with the Microsoft Community MAR program, which I accessed through a link supplied from TechSoup:

The first step was to create a Windows Live ID, which I did, using the email address of "eric.peterson@bridgecommunities.org".

Next I filled out the form and tried to submit it, but was rejected with an error:
"The E-mail address in the first row is not the same e-mail address used to sign into this site and apply"
even though I used the same email address as for Windows Live.

There is no help link or contact information on the form that I am attempting to submit. The URL is:

I also tried Microsoft online chat support but they were unable to help me in any way except to provide a link to an email form for Microsoft support.

Hello Eric - Sorry for this inconvenience. Occasionally the Community MAR application system has this particular problem. I have sent you a more detailed explanation, but others might be interested also.

The standard workaround in this situation is to start over, make sure to clear all the Internet history on your computer, use Internet Explorer 7, and use a different Windows Live-registered email address for login. (It doesn't need to be a "real" address, but it has to look like one and be registered!) This combination virtually always works. If your Community MAR application is approved, we can later change your login to anything you want.
