My question: Can I purchase 4 copies of Adobe Acrobat a year?
(or is it 1 copy of Acrobat, but I can also buy 1 copy of 3 other Adobe products)

Presuming that your organization is eligible for Adobe products, yes, you would be able to purchase 4 licenses for Adobe Acrobat in a fiscal year.
(Yes, you can alternatively buy one license for Acrobat and one each for three different individual programs too).
