The United Nations Volunteers component of the UN Joint Programme is linked to a project entitled ‘Poverty reduction among youth in Cambodia – Development of youth volunteers’ skill sets for increased employability’. One of the aims of this project is to strengthen national capacity to implement volunteer management mechanisms – this includes the creation of an online platform to foster youth volunteerism to ensure long term sustainability and skills transfer to the labour market. The project envisages an online platform to show internships and apprenticeship opportunities, and trainings in addition to information about volunteering opportunities. This is alongside practical support to assist the MoEYS and NEA to build on existing information and communication channels for career building resource centres (in youth centres, high schools, job centres and universities) to ensure specific information related to volunteerism is provided. It also includes the design of information tools related to youth employability and volunteerism. UNV are therefore supporting an online platform for youth employability, which specifically includes information, skill building and opportunities for volunteering.
The Online Platform Coordinator will be responsible for the overall implementation of the Youthworks platform in Cambodia. The person will contribute to the development and growth of the YouthWorks ecosystem, which includes building a network of key contributing partners, continuously adapting the platform to Cambodia’s context, managing the day-to-day running of the online platform, and handling the outreach efforts to promote the services to youth and youth-serving organisations. The Online Platform Coordinator will take a leading role in the development, oversight, implementation, review and monitoring of Youthworks in Cambodia to ensure it remains aligned with the overall strategic direction and thematic focus the work of UNV and UNDP under the UNJP and the intent of YouthWorks, The Coordinator will work closely on a day-to-day basis with the National Employment Agency, where they will sit, but will remain accountable to and matrix managed by the UNV Project Manager and the UNDP Project Manager.
Since 2014, UNDP has worked in collaboration with BBC Media Action and the National Employment Agency (NEA), to support the establishment of a multimedia platform for promoting youth employment for Cambodians aged 15-30 years old. The platform addresses the employment and entrepreneurship dynamics of rural and urban youth, as well as university graduates.
Therefore, under the banner of the UN Joint Programme, UNDP and UNV will partner with the National Employment Agency and MICROSOFT to address the skills mismatch and information deficit through the development of a national online matching and online training platform to promote employability of young men and women in Cambodia and across the borders, called Youth Works. The Youth Works online employment portal will link youth directly to career guidance, training, eLearning, work readiness and internship and job opportunities. The platform was initially launched in Egypt and localized country portals have been developed in eighteen countries in the Middle East and Africa. The platform contents are based on five pillars: Career Guidance, Online Learning, Jobs Matching and Volunteer posts, Community engagement, and Entrepreneur support. This is proposed as a model for project roll out in Cambodia although adjustments in localization are expected to meet the needs of the local context.
The UN Volunteer will undertake the following tasks:
Coordinate with senior management to finalize rollout phase objectives
Coordinate resources and manpower with senior management
Responsibility for day-to-day management of the Cambodia Youthworks programme and its resources, including partnerships, content development and community building. This will include:
Developing and maintaining excellent working relations with the government and non-profit, public and private sector representatives.
Overseeing the building of a network of volunteers across Cambodia to increase the physical reach of Youthworks inside universities, high schools, communities and youth centers/ job centers.
Overseeing the set up and management of an in country ecosystem of partners to deliver employability resources and supports
Managing links between Youthworks, physical NGOs (including volunteer involving organizations), and career development centers to provide a comprehensive multi-modal service to Cambodian youth.
Identifying appropriate partners to expand localized educational content on the portal, including content on volunteerism, skill building and employability
Providing guidance and support to the NEA ‘Employer Engagement’ officer, in increasing the number of entry-level job, volunteer and internship opportunities online via strategic partnerships with employment initiatives, and direct engagement with employers.
Overseeing the management of communications for Youthworks, including the social media and newsletter strategy, and organization of monthly events (presentations, training and workshops) to engage stakeholders and drive usage and community building on the portal.
Ensure rigorous monitoring, learning and evaluation system across the implementation of the program.
Maintain good communications with UN Joint partners, other government ministries and other key stakeholders, including timely submission of Programme reports, financial reports, and planning documents.
Contribute to the development of Youthworks in Cambodia, by submitting periodic recommendations and feedback to partners, and engage in direct collaboration with project coordinators within ASEAN in consultation with UNV and UNDP.
Directly line manage one national UNV, one working on ICT, and act as a matrix manager for one other national UNV working on partnership development and one international UNV working on communications for the online platform.
Furthermore, UN Volunteers are required to:
Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection
Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)
- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities
