We currently have a Google Grant and hired an outside organization to manage the adwords account. We are now seeking a new organization/person to take this over. Has anyone successfully used an outside organization to manage Adwords through the Google Grant? Any recommendations?

I have been working with AdWords since 2003 and manage client campaigns spending $x,xxx,xxx a year. I can tell you that from my personal experience trying to help a non-profit with their Google Grant the windfall met with mostly failure. The restrictions that Google used to place on these accounts made it extremely difficult to make them work.
I suspect the organization that you hired may also have had some good experience with AdWords, but not Google grants.
So my advice is to find someone that has had experience and can show some measure of past success running the GG campaigns.
But if the fees to do so are not modest when compared with the Grant amount, you may be better off not even bothering. In that case I would find someone who can help market your org using SEO, email, marketing, TV (PSA?), social media, press releases, etc.
Perhaps try to find a volunteer or someone who donates to your cause to help you with marketing even if you have to pay them something for their time.
