We need much more information: what kind of computer are you using, and what software do you have that you use to view that JPEG file?
Most software that has anything to do with viewing JPEG files will reduce the size of a pic file. You are going to lose the quality of a photo you do this with if you print the photo out, but online, it won't affect how it looks, other than it's size.
For instance, I use a program that came loaded already on my computer (a Mac) - it's a very simple viewer program called "Preview", and it's already four years old. I open a JPG, choose "adjust size", and then reduce.

What is your objective with the image? If it is strictly for online viewing, you can reduce the resolution of the image to 72 dpi, and reduce the physical size of the image to the actual dimensions you want it to appear on the screen. With HTML you can dictate the size that the image appears, but you do not want to send an image that is 8 x 12 inches and use HTML to tell the web browser to only display it at 2 x 3 inches. The reason why is because the entire image still traverses the web, even though you are only displaying it at a reduced size.
Further, a jpg is not the ideal image type for web viewing. A gif or png format would be much better. Smaller size, and quality that is perfectly adequate for web viewing.
For a tool to accompish the above tasks, research GIMP software, or, Adobe Photoshop Elements, or, if your budget allows, Adobe Photoshop (full version).

I am using Adobe Photoshop with window7. my objective that i want to these images with my website design.
In photoshop you can export or save the file to the web, a screen will pop-up showing the image, and options on the quality of the image, and size to save the image as.
