Hi - I represent a volunteer CERT (Community Emergency Response Team) organization - volunteers who have some training in first aid, search and rescue, and other emergency areas to support disaster response.
We need a tool to provide notifications to our members pre-response, and to communicate with everyone all at once or with smaller groups of volunteers. ideally it would be text messages, able to send pictures, locations, conduct polls.
Any suggestions? We've looked at Zello but while it's powerful, it can be intimidating to some folks and difficult to use.
Oh, and by the way, we have zero budget for this.
$0 budget is a problem.
There was a time when I would have recommended YahooGroups, because it could do all of what you said, but I don't know if they allow polls anymore. Also, I'm not sure what you mean by send "locations."
You could use different tools altogether - if you can get everyone to use them: Telegram for the text messages and sending photos (you can set up groups on that), Survey Monkey for polls, GoogleDocs for sharing documents, Google Calendar for sharing meetings, etc.
My favorite group collaboration tool is still Basecamp - not at ALL free, however.
