I figured it out, at least for me: I hadn't downloaded the VL Serializer. It's a separate download. After running it, everything functions as expected. The link is obscure; you have to click the "continue" button in the lower right of the Download panel in VLSC. But when you click "continue," you'll see a link for the Serializer.
I don't have a link for a Serializer file.
It should be in the VLSC. Do you have access to the VLSC download center?
You should have been provided access to that. It's super confusing to get there, and I'm not ready to address that issue - there are several other threads and directions for that - but assuming you have the Office product downloaded, I'm guessing you have access to the VLSC.
Once there, click on the Download and Keys tab, click Download for your product, Be sure that the dropdown boxes say Web Browser, MultiLanguage, and MAC (which is greyed out, so don't change that. Click Continue then the serializer should be there for download - click arrow.
Yes - I'm in the VLSC, looks like it still hasn't appeared. Perhaps it takes longer than a week.

In my experience, it takes time for it to populate within the system. I owned the product for over a month before it worked, for me. Kept trying and banging my head against the wall and it finally worked. So, yea...no real help, I guess. Just keep checking for the serializer and any further comms from Microsoft.
