In November of 2017 I purchased some Remote Desktop Server Device CALs and the admin fee for those was $8. I now need to purchase some RDS User CALs and was shocked to see that the price is now $42. Why the change? Did Microsoft decide to stop donating these so that now they are just discounted? The regular server CALs still seem to be available for a negligible admin fee. Why the change to the RDS CALs?

Yes, you are correct, RDS User Cals have stopped being available as a donation (with an admin fee) and have moved under the Microsoft discounted products. This enables the RDS User Cals to have an unlimited amount to be requested verses having allotment restrictions tied to them.
Microsoft’s goal is to enable even more nonprofit organizations to have an even greater impact.
