I agree, it's not clear if you want help with AdWords for your accounting business or to help a non-profit client.
The grants are only for non-profits so I think you are looking to help someone else.
There is a LOT of information on the web about AdWords and fair amount about the Google Grants.
I manage AdWords accounts that spend several million dollars a year and have worked with a NP on a Google Grant account once many years ago. My experience was very humbling. I found the restrictions on the Google Grants program very limiting. Frankly, I was not able to get it working very well for the NP.
All I can tell you is that you are going to want to find someone that has worked with Google Grants and made it work. With any luck they will help you for free or at low cost (The advertising money is free, but the cost of paying someone to make it work for you is not. Make sure you don't lose money using free advertising!!!).
There are many AdWords consultants around, but most charge a percentage of the advertising budget and if they have not worked with GG before they may disappoint you.

I have experience using Google Ad Grants for nonprofits. I remember one nonprofit I worked with a few years ago was having a very hard time getting approved into the program. Their AdWords account was a total mess and Google repeatedly kept telling them to fix it up before they could re-apply. They reached out to me for help after struggling with their account for about a year. I made some changes to their account and they got approved by Google shortly thereafter. The program has been very beneficial to them, as is the case for many nonprofits who are using AdWords effectively.

To be candid, I have struggled mightily trying to get it to work for my nonprofit. I consider myself fairly tech savy, and it took forever to get approved (plus the steps necessary to do so were cryptic at best. The fact I had an old AdWords account threw the whole system into a tizzy).
Finally, you have to have a full time person dedicated to watching the program otherwise you will get rejected.
In theory it was a great idea, but the limitations on the program (you basically can't compete with phrases that are already bid on), and the fact it takes so much care and feeding was a huge negative except for nonprofits with dedicated marketing staff.
I.E., I can't envision any small shop being able to use it effectively- which is a shame.
