Has anyone used any online software for board organizational management? Something to keep track of documents/comments and overall communication on various tasks the board is charged with? I've seen some online but none are offered here. The non profit pricing for some still start at 1,500+ for minimum licenses per annual contract.

You may have seen Idealware's 2015 guide to board portals. You're right about the cost -- the least expensive one they reviewed cost $1,750 for the first year. They also published a roundup of inexpensive and DIY tools.
Is your organization by chance using Association Management Software? Many AMS systems can function as a board portal. Another option might be a community platform that works with your Content Management System or CRM, like BuddyPress, a Drupal community, or a Salesforce community.
