I found some old PowerPoint presentations talking about how to refurbish computers and they referenced techsoup.org/MARtools the PowerPoint was talking about XP so i assume that page is long gone, but is there a similar page?

The MAR program closed several years ago, but Microsoft now has the Registered Refurbisher program https://www.msregrefurb.com/RRPSite/LoginPage.aspx
I would recommend checking that site out. Are there specific tools or ideas you're wanting information about?

I am also going to move this post into another forum that may help you get some ideas from other contributors.
There are also some software products for installation on computers used in a classroom or other shared environment. These products restore a computer to a "pristine" (pre-configured) state each time the computer is rebooted so no matter what kind of mess a user creates, the mess doesn't transfer to the subsequent user.
