Depending on how many users need access to the "case management" solution you should consider a document management software. Market starting price for a fully featured application is $150-$300 per month for cloud/SaaS.
I'm not a Dynamics developer, but I assume you could create a case management system with it (or another general-purpose database platform). But do you really need to reinvent that wheel? Custom database projects can consume tons of time (in fact, they seldom end) and money if you need to hire a developer.
