I'm looking for a visitor management solution. Basic needs are allow the visitor to check in with their name, reason for visit, get a visitor badge printed out, and a allow a receptionist to viewed all checked-in visitors.
I'm trying to avoid solutions with monthly subscriptions. A one time fee is okay though.

If you don't need to track anything too specialized or confidential, I wonder whether event registration software would do the trick. Other options would be case management software or maybe hospitality/hotel guest management software.
You said you don't want to pay a monthly fee, so I would look into using Salesforce (if you'd have fewer than 10 users). But you could wind up spending big bucks on someone to configure Salesforce for you and train your staff to use it. Otherwise you're almost certain to need to pay a fee -- you'll either be "renting" cloud-based software of paying a maintenance fee to the vendor for installed software.

If you have a Local Area Network you could have someone design an Access database that had an interface for the visitor and an interface for the receptionist. Some volunteer management software has a function like this for volunteers to check in and check out.
