Not sure if your question was ever addressed. If you're eligible for Microsoft donations through TechSoup, you may very well be able to request donated Office 2007 and then upgrade to Office 2010 with Software Assurance. We'll continue to carry Office 2007 into the foreseeable future, but Office 2003 was already removed from our site and is no longer available for donations.

We are currenty using Office 2003 and would like to upgrade to 2010. Is it necessary to upgrade to 2007 before 2010 or can we upgrade straight to 2010?
You can go right from MS Office 2003 to MS Office 2010 without stopping at 2007. Just remember that the newer versions ('03, '10) are major revisions and will take some time to re-learn. So be prepared.
